Cecil is the owner of the Beach Hut shop on Breakwater Beach. He’s an avid surfer, deep sea salvage operator, and underwater cave explorer. To visitors, he comes across as friendly, simple and rather naive, but he’s really quite clever and, in fact, has key information on many missing sunken ships, lost treasure, and mysteries of the deep.
Cecil recently ran for Chief Poobah in the Dizzywood elections with a campaign promise to help Olivia Kickflip and the Aeriealists in their efforts to defeat Emperor Withering and his forces. However, he lost the election to Katherine de Claw.

Cecil is nice. He ought to advertise his shop more! And how on earth can you get him to talk to you about those ships and treasure? I want to ask him where they are and then dive for them!That would be so cool! And I wonder can he teach me to catch bigger fish?

cecil is nice he has a shop called beach hut that we can buy things to swim and like for the beach beacuse its hot out there he helps and stays to look on the beach that everone is safe that they have fun with friends on the beach to hanging out in the beach i wonder if i catch a fish and he give driving helmet to people who dont have them to go under water place i have a driving helmet now i can go under water place he sells cool grea in the beach hut go and check out the beach hut if you dident went in side you need to check it out and driving helmets are for free you dont need to pay for the helmet lol if you think that its not real you dont need to pay about the helmet and the under water place is called reef go and check out breakwater beach to see cecil and get the helmet and go in the reef and check it out he owns the beach hut too and thats why cecil is next to the beach hut beacuse he owns it if you doing a mission talk to cecil he is the breakwater beach rember that he is in breakwater beach if you need him just go to the breakwater beach you can put towles in the beach if you have them if you dont share one with someone else but you cant drop towles in the water it can get wet and it does not let you put it in the water cecil is fiendly and clever he has helped olivia with the emprore withering and his forces.
