Background:
There are very few details about Emperor Withering’s past, however due to the hard work of Spy Bear (real name classified) some few details have emerged:  

Simon Withering was a human who discovered one of the portals from our world to Dizzywood many years ago.  It’s not known where he went or what he did his first few years in Dizzywood.  What is known is that one day a wall appeared in what had once been a quiet field with a sign that said the land behind the wall was now called Witherland.  Menacing robots and vile monsters soon spread out from the gates of Witherland attacking villages and towns and proclaiming that all lands of Dizzywood to be the solemn domain of Emperor Withering.  Announcements went out by way of ghoul messengers that outlawed any and all frivolous activities — music, art, festivals, skateboarding, kite flying, singing, dancing, etc.  The various mayors, presidents, kings, queens, pharoahs, sultans, magistrates, and poobahs of Dizzywood refused.  They’ve been at war with him ever since.

Withering lives in a giant glass and black steel zeppelin-city headquarters he’s named The Repugnant that floats over Dizzywood casting its ominous shadow wherever it goes.  His HQ is home to his legion of mad scientists and monsters all scheming to conquer the cities and lands below them and raise the oppressive Witherland flag.  It is rumored that there are Dizzywood agents who have snuck aboard the zeppelin-city and are spying on Withering, reporting the zeppelin’s whereabouts to cities on the ground, sabotaging the mad scientists’ experiments, and generally trying to undermine Withering’s attempt to conquor Dizzywood.

Underlings who have renounced their evil ways and Dizzywood spies who have gotten close to him describe Withering as an uptight overlord who’s obsessed with order, cleanliness, and all things industrial.  He has an incredibly short temper and will go from quiet to raving mad in less than 2 seconds.  He considers screaming at people to be his favorite hobby, next to destroying trees, and stomping on flowers.

Emperor Withering is dangerous!  If you see him you should flee!  Report any sightings to your nearest Militia Station, Pathfinder Outpost, or Aerialist Headquarters.
